In case you have considered Malta your new home base (or simply your favorite gateway in the EU), there is good news for you! The Malta Permanent Residence Programme (MPRP) has been updated under Legal Notice 146 of 2025, and the introduction actually makes the entire process smoother, friendlier, and – dare we say – more flexible than ever before.
So, what’s new? Let’s break it down:
Smooth Start: Temporary Residence Permit
Previously, applicants had to wait until their entire file was approved before getting residency status. That could feel like forever. Now, after the background checks are done, you can get a one-year Temporary Residence Permit right away. This means you and your family can start enjoying Malta sooner while your full application is finalized.
Simplified Pricing (Goodbye, Confusing Options!)
No longer complex distinctions between contributions on rent vs. purchase of properties. From January 1, 2025 onward, there will now be only one level of flat government contribution of €37,000.
- Renting? €37,000.
- Buying? Still €37,000.
Easy, right?
Reduced Tuition for Families
Families will enjoy this one. Previously, every additional dependant represented a sizeable €10,000 fee. Now:
- Additional dependants (other than spouse): €7,500 each
- Spouse: Free!
That’s a massive help for larger families looking for relocation as one unit without extravagant spends.
Flexibility with Your Property
This is a game-changer. Previously, if you purchased or rented an eligible property in Malta, it had to be for your personal use only, not for renting out. Now:
- Property owners are able to rent their property when they are absent.
- Tenants can sublet (with the landlord’s blessing) after 5 years.
That means you earn steady cash flow and grow your property’s value – even while you’re away. Generating passive income boosts the long-term value of your real estate.

From 2025 onward, the Residency Malta Agency (instead of Agenzija Komunità Malta) is the authority handling the programme.
